Board and Committee of the Whole (CoW) agenda review #
We might be spending a bunch of time behind closed doors on Tuesday.

Board #
First some meeting logistics for you. The board meeting starts at 6pm. There are some rezoning requests for the homes and apartments being proposed for the parcel at the corner of N Green Bay Rd and 4 Mile Rd. Those are non-controversial as far as I can tell. They actually reduce the zoned density for the homes being built in that project.
The other resolutions look uneventful, though perhaps I’m underinformed on them. They are drainage easements and a ditch cleaning project.
After some accounts payable checks to approve, the excitement starts but you’ll be stuck in the lobby if you are there.
The closed session topics are:
- Update on proposals for the TID 5 lakefront property, the one that we all own
- A boundary agreement with the Village of Raymond – I know only a little about the history of this, but apparently it’s interesting.
- And then what I’ve been waiting for: the TID6 financial terms for the apts/homes at N Green Bay & 4 Mile Rd.
Those 3 topics alone could consume well over an hour.
Then when the session re-opens, the agenda allows for the possibility of approving or denying the financial terms related to TID6.
When I look at those closed session topics, I expect them to consume quite a bit of time…
…and then the Committee of the Whole starts.

After committee updates, there are 9 items under New Business and 2 under Continuing Business. The 2 under Continuing Business are potentially meaty topics that were laid over from previous meetings (grammar police: the agenda says “layed over” and there is no English word “layed.”):
- Historical TID analysis
- Title 14 changes
Under New Business, three of nine topics strike me as interesting:
- Ordinance Sec 11-2-1: Use and Discharge of Arms Regulated
- Discussion of Village website
- Discussion of Saputo noise complaints
Unsolicited advice: #
If you have public comment, show up at 6pm and give your comment at the Board meeting even if your comment is applicable to a topic on the Committee of the Whole. Identify which agenda item you are commenting on.

Closing comment #
We really need to do a better job with these meetings. We need better management of priorities. We need manageable agendas that allow thoughtful discussion of topics and good decisions. We need to be sensitive to public participation. Putting a lengthy closed session midway through the evening only discourages public participation. And audio-only delayed broadcast is very difficult to follow if you don’t know the voices.
